Lee Fitzpatrick, Staff Sergeant Tom Matthews, Sergeant Mike Allard, and Inspector Robert Gould were nominated for their work on the Waterloo Regional Police Service from 2003 to 2005 on a Justice Advisory Group (JAG) (An Examination of Community Collaboration in Youth Crime). The Waterloo Police Service embraced the principles and objectives of the new Youth Criminal Justice Act (YCJA) and formed a group of dedicated community agencies and champions to work collaboratively to address youth crime. In the early stages, police used their influence to further the cause of youth reintegration and rehabilitation by inviting all community agencies, both government-sponsored and non-governmental groups, to come together and delve into the new Act. Through brainstorming and critical-needs assessments, best practices were established and support programs were developed.

The JAG was officially formed in 2003 with the objective of assisting the police in setting up processes to consider how reparation might be made for crime through extrajudicial measures, an approach that involved community collaboration rather than the formal justice system in response to youth in conflict with the law. The response has been overwhelming, and the efforts of this group continue today.
