Advisory Sub-Committee — Implementation of section 41 of the Official Languages Act


Context

The makeup and mandate of the Advisory Sub-Committee on the Implementation of section 41, is based on the document entitled: Department of Justice's Strategic Plan for the Implementation of section 41 of the Official Languages Act.

The government's Action Plan for Official Languages proposes that federal institutions consult representatives of official language minority communities in the development and implementation of policies and programs. It is with this in mind that the Department of Justice of Canada is creating an Advisory Sub-Committee for section 41.

The Sub-Committee shall include a Sub-Committee for Minority Francophone and Acadian Communities and a Sub-Committee for the Anglophone Minority Community, in order to better take into account the concerns of these communities when developing policies, programs and various measures considered, as well as in the framework of activities that will be achieved as part of its mandate.

Mandate

The mandate of this Sub-Committee is to provide a forum to allow official language minority communities and the Department of Justice of Canada to better consult on the implementation of the Strategic Plan for the Implementation of section 41.

Role

The role of the Sub-Committee on the Implementation of section 41 will be to:
  • help educate official language minority communities about the issues faced by the Department of Justice Canada and the requirements of its mandate;
  • suggest strategies that will help strengthen the relationship between the Department of Justice Canada and official language minority communities (e.g. ways to optimize partnership);
  • act as liaison between official language minority communities and the Department of Justice Canada;
  • promote better access to Department of Justice programs and services for the members of official language minority communities;
  • facilitate the dissemination of information on the activities of each Sub-Committee member organization;
  • collaborate as needed with government agencies and departments working in the field of justice in Canada and inform them on the needs of official language minority communities and potential initiatives that could meet these needs;
  • help identify the needs regarding the long-term development of official language minority communities (e.g. ways to target actions to get structuring effects);
  • Provide feedback on the Multi-Year Action Plan and the Annual Status Report in order to help the Department discharge its duties under Part VII of the Official Languages Act.
